Municipal rental apartments
The municipality of Bystričany owns 60 rental apartments with a special regime defined in the VZN No. 1/2013 on the management of rental apartments owned by the municipality of Bystričany . These are the following apartments:
- Osloboditeľov Street: three apartment buildings, registration numbers 750, 751, 752. There are 12 apartments in each apartment building. The apartments are one-room, two-room and three-room.
- SNP Street: two apartment buildings, registration numbers 779, 780. There are 11 apartments in each building, all apartments are two-room.
- Chalmovská Street, part of the Chalmová municipality: in the apartment building with registration number 683, the municipality owns one two-room apartment.
An applicant for the allocation of a municipal rental apartment submits an application to the municipality for the allocation of a municipal rental apartment. Applications for rental apartments are registered at the Municipal Office in Bystričany. The municipality maintains a list of applicants for a standard rental apartment and a list of applicants for a barrier-free rental apartment. Applicants are registered on the list and, if an apartment becomes available, they will be contacted sequentially according to the date of application. The allocation of an apartment is decided by the Housing Management Commission established at the Municipal Office in Bystričany. The municipality currently has no vacant apartments. We currently have more than 20 applications for the allocation of a rental apartment. An application for the allocation of an apartment can be submitted to the municipal office at any time.

Procedure for providing social services
Graphical procedure for assessing dependency on Social Security
The procedure for providing social services can be divided into two processes. Every citizen who is interested in providing a social service (care service, care service facility, day care center, facility for the elderly) must submit an Application for an Integrated Assessment to the relevant Office of Labour, Social Affairs and Family (hereinafter referred to as the ÚPSVR) (process no. 1) . Based on the issued Integrated Assessment, the citizen can submit an Application for ensuring the provision of social services or an Application for concluding a contract for the provision of social services in the municipality of permanent residence (process no. 2) .
Process No. 1: Request for an integrated assessment:
From 1 September 2025, the Offices of Labour, Social Affairs and Family (ÚPSVR) will carry out integrated assessment activities, which include social assessment activities and medical assessment activities, and which fully replaces the previous assessment and decision-making activities carried out within the jurisdiction of municipalities for the purposes of assessing and deciding on dependency on social services, the provision of which is conditional on the dependency of a natural person on the assistance of another natural person.
If you are a citizen with permanent residence in the municipality of Vavrišovo and are interested in providing social services, please fill out the Application for an integrated assessment upsvr.gov.sk to which you attach the mandatory attachments:
- Self-assessment questionnaire (under 15 years, over 15 years),
- a medical report for the purposes of integrated assessment activities from a so-called district physician or a professional medical report from a physician specializing in the relevant specialty. You can also submit multiple reports,
- a clinical-psychological finding of functional capacity if the client has an intellectual disability, neurodevelopmental disorder or mental disorder. Such a finding can only be issued by a clinical psychologist.
If, due to their health condition, the client cannot submit a request for an integrated assessment, another natural person may submit a request for an integrated assessment on their behalf, based on the attending physician's confirmation of their health condition, if they are fully capable of legal acts.

If you submit a written request for an assessment of dependency on social services to the municipality, the municipality, based on an assessment of the content, will forward this request or submit a motion to initiate proceedings for an integrated assessment (including its annexes) to the relevant Office for the Social Protection of the Population and Social Welfare as an Application for an Integrated Assessment.
The relevant Office of the Social Welfare Service shall initiate the Integrated Assessment Procedure, which includes first a social assessment activity and then a medical assessment activity. The social assessment activity is carried out by a social worker who determines the type of dependency and prepares a social assessment. The medical assessment activity is carried out by a medical examiner who determines the type of dependency, determines the degree of dependency (from 1.9.2025 only five degrees of dependency) and prepares a medical assessment.
Based on the medical and social assessment, you will be issued an Integrated Assessment. The Integrated Assessment will include a determination of the person's level of dependency, a list of activities that they cannot perform independently or can only do with supervision, a recommendation for an appropriate type of social service, and a date for re-evaluation.
After issuing the Integrated Assessment, the citizen submits an Application for the provision of social services or an Application for the conclusion of a contract for the provision of social services in the municipality of his or her permanent residence.
Process No. 2: Application for concluding a contract for the provision of social services or Application for ensuring the provision of social services:
You submit an application for a contract for the provision of social services if you are interested in the provision of a social service provided by the municipality of Vavrišovo – i.e. care services. This service is subject to a fee. (See the current VZN of the Municipality of Vavrišovo on payments, the method of determining and paying the payment for social services provided by the municipality of Vavrišovo).
You submit an application for the provision of social services if you are interested in the provision of social services from a social service provider other than the municipality (care facility ZoS, day care center, facility for seniors ZpS). You can submit such an application directly to the selected facility.
In your applications, you select the type of social service that was proposed to you in the Integrated Assessment and you also select the form of social service that belongs to the type of social service you selected. You also indicate the expected date of commencement of the provision of the social service and the time of its provision, as well as the social service provider you selected and the place of its provision.
Discounts for residents: The municipality of Bystričany, together with the Chalmová Thermal Bath, provides its residents with discounts on admission to the thermal bath. When purchasing a ticket, you only need to show a document stating your permanent residence and the discount will be automatically provided to you.
